The Secretary of State for Communities and Local Government has requested that all local authorities publish on their web site details of all payments made in excess of £500. In order for complete transparency Tidenham Parish Council will, from January 2011, publish the Monthly Financial Sheet issued at each full Council meeting. This sheet identifies monies held at the beginning of the financial year (1st April), income and expenditure for the year together with the current balances in the Council accounts. Each individual sheet identifies the cheques which are being authorised in that month and for which approval is being sought.

As the majority of parishioners will be aware from either direct communication, or press editorial, the Winston Group have announced their proposed development of some 300 dwellings with community and retail facilities on land between the A48, Sedbury Lane, Wyedean School and the A48 link road. To that end they have embarked on what they describe as a community consultation exercise designed to draw both the support and involvement of the community in composing the nature of the development including community requirements.
However, from representations received by Tidenham Parish Council (TPC) and meetings attended by Councillors, there seems neither local support nor perceived need for such large-scale development with doubtful community/retail facilities. Why doubtful? To date the Winston Group has made neither proposals nor guarantee as to the community/retail infrastructure to be included in their scheme should they succeed.
Whilst the Development Control and Highways Committee of TPC.must maintain a neutral position in the matter, in order not to prejudice their position if/when a planning application is received, TPC. must act upon instructions received from parishioners. To that end TPC has reviewed its development policy for the parish, a copy of which is printed below. Within that policy it is recognized that whilst communities need to evolve, so as to attract enhanced services, they should do so in a way that does not unduly alter the character of a settlement nor overload stretched social and physical infrastructure such as health, education, traffic and general services. Therefore major development concentrated at one location is regarded as being inappropriate. Additionally, the separate identity of all settlements should be ensured and, in particular, the coalescence of Sedbury with Tutshill avoided.
In conclusion, whilst TPC and the majority of residents do not object to development per se provision of additional dwellings should always be to an appropriate scale, in the right place and satisfy an existing identified demand and not create one by provision of a surfeit of new housing.

Forest of Dean District Council “Pride of the Forest” Award
Having achieved Quality Parish Status in March 2008, Tidenham Parish Council is delighted to have been awarded the Leader of the Council’s Award as part of the “Pride of the Forest” awards. This new award was presented by Mrs Marrilyn Smart OBE, Leader of the Forest of Dean District Council to the Tidenham Parish Council for their exceptional work within their community.
At a presentation held as part of the Forest of Dean District Councils Annual Civic Dinner, Tidenham Parish Council were awarded with a presentation scroll and plaque together with a cheque for £250; this being the only award in a total of twelve to receive a monetary prize. The Parish was represented by District and Parish Councillor Mr. Roy Birch, Vice Chair of the Parish Council Mrs Carole Dawson and the Clerk to the Parish Council Mrs. Jan Cordon.
Consideration will now be given to how best to utilise the money in pursuit of the aims of the award
Quality Parish Council Status
Tidenham Parish Council is proud to be one of only four parishes in Gloucestershire and only one of five hundred and fifty parishes in the country to have been awarded Quality Parish Council status.
In order to achieve this status, a portfolio of the Council’s procedures, aims and ambitions had to be compiled and then approved by the Gloucestershire Association of Parish and Town Councils under guidelines set by the National Association of Local Councils and the Department for the Environment, Food and Rural Affairs (DEFRA).
The status is held for four years when a further portfolio has to be approved to ensure that all procedures continue to fulfil the stringent guidelines set by legislation.
